Former Kawempe North member of parliament Hon Latif Ssebagala has revealed reasons why he used to call himself 311.
He said that it was not actually only his nick name, it was a number of friends at the university that called themselves such names.
According to Ssebagala, he is a city born he was born and raised around Kampala and that is where he has built his own family too.

The former member of parliament explained that the 311 nick name was for the economic students at the university that were born, raised, studied and were willing to work in Kawempe.
Hon Latif explained that he is very lucky to be one of those people that have developed the area they were raised in.

He even built a school for that specific reason as he knows how hard it was for him while growing up to get into schools.
“I am city-born. We used to call ourselves 311, especially those who studied economics at the university.
Being a 311 means you were born in Kawempe, you live in Kawempe, you work in Kawempe, and you will be buried in Kawempe,”
