High Court Upholds EC’s Decision on Walukagga’s Nomination

The High Court in Kampala has upheld the Electoral Commission’s (EC) decision to cancel Mathias Walukagga’s nomination for the Busiro East parliamentary seat, ruling that he lacked the minimum academic qualifications required at the time of nomination.

Mathias Walukagga, a popular musician and National Unity Platform (NUP) flag bearer, had been nominated on October 23, 2025 to contest for the Busiro East Constituency seat in Wakiso District.

The seat is currently held by seasoned lawyer and politician Medard Sseggona who was actually denied the National Unity Platform (NUP) card.

However, shortly after his nomination, a complaint was lodged challenging his eligibility. The EC reviewed the matter and concluded that Walukagga’s Mature Age/Aptitude Test certificate—which he had presented as proof of academic qualification—had expired before the nomination date.

As a result, the Commission nullified his nomination telling him that he will not be able to run this term.

On December 21, 2025, Justice Simon Peter Kinobe delivered the High Court’s judgment, dismissing Walukagga’s petition against the EC. The court found that the certificate presented was invalid at the time of nomination, and therefore could not lawfully support his candidacy.

The Electoral Commission acted within its constitutional and statutory mandate in canceling the nomination.

Walukagga apparently has no choice other than waiting for the next term so that he can run with valid academic documents.
